The course consists of two phases: a first phase, of a on line nature, taught by the IIN simultaneously to all participants, and the second phase, of a face-to-face nature, taught by each State for nationals. In this sense, it is an activity carried out in co-responsibility with the States that decide to be part of the training proposal, assuming the organization and implementation of the second phase. The course is taught only in Spanish.

The first phase of the course, lasting eight weeks, is developed in a virtual asynchronous mode, trough the IIN-OEAS Moodle Platform. Each week a thematic module is enabled, with bibliographic material and spaces of exchange, and evaluation activities are proposed aimed at each participant know about the phenomenon in their country, in dialogue with the participants and the experience of others countries.

The pedagogical proposal of the second phase of the course (duration, contents, methodology, evaluation and approval criteria, teachers) is defined by each State, according to its local needs and possibilities, and agreed with the IIN-OAS.

Hundreds of operators from Argentina, Bolivia, Brazil, Chile, Costa Rica, Colombia, Ecuador, El Salvador, Guatemala, Mexico, Panama, Paraguay, Peru, the Dominican Republic and Uruguay have participated in the course.
