The course consists of two phases: a first virtual phase, delivered simultaneously by the IIN to participants form all States, and a second in-person phase, delivered by each State to its nationals. In this sense, it is an activity carried out in co-responsibility with the States that decide to be part of the training proposal, assuming the organization and implementation of the second phase. The course is taught only in Spanish.

The first phase of the course, lasting eight weeks, is developed in a virtual asynchronous mode, trough the PIC/IIN-OAS Moodle Platform. Each week, a thematic module is enabled, with bibliographic material, spaces of exchange and activities aimed at participants know about the phenomenon in their country, in dialogue with the participants and the experiences of other countries.

The pedagogical proposal of the second phase of the course (duration, contents, methodology, evaluation and approval criteria, teachers) is defined by each State, according to its local needs and possibilities, and agreed with the IIN-OAS, based on a minimum required standard.

Hundreds of operators from Argentina, Bolivia, Brazil, Chile, Costa Rica, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, Peru, the Dominican Republic and Uruguay have participated in the course.
